I don’t think this qualifies as “liquid” - the header and footer are spread across but nothing resizes within the fixed width content section…

yann, yes it does. View it in Firefox and take it down below 800px width… you’ll see that it narrows with the browser viewport.

It’s a very simple design, but it is liquid (up to a max width in non-IE browsers) and that max width is elastic. It’s also almost completely div-less.
